There are many national and international databases and in some cases, if ICE sees your name on one of those databases, it may file a detainer, which is simply paperwork stating its desire for local law enforcement to hold you for a specific and very limited period of time. The California 3 strikes law passed back in 1994 was meant to increase prison sentences for convicted felons with 2 or more, earlier convictions for violent/serious offenses. Without taking into consideration the weight of the 3rd offense, a repeat offender would get twenty-five years to life in prison. However, Californian residents felt the harshness of this law and in 2012, the law was reformed. 

Residents of California who received a life imprisonment under the California 3 strikes law can now appeal and be resentenced. This means that they can have their prison time reduced.

Proposition 36, which California voters passed in November 2012 significantly changed the notorious anti-defendant 3 strikes law. To get 25 years to life imprisonment, your 3rd felony conviction must be for a serious/violent crime.
